Razer Viper Ultimate Dock Not Charging PC Off

Hi Everyone, My Bios settings are correct, if I plug my phone into the USB port in question, my phone begins charging. However, when I plug the charging dock for my Razer Viper Ultimate into the same port while my computer is off the dock light is not on. It does not indicate charging. I have also gone into Windows Device Manager and unchecked the option on USB Hubs that allows windows to shut down the device to save power. USB is live, but the mouse dock does not stay on or indicate charging. I want my mouse charging while the PC is off. Anyone have this problem? I didn't have it before, I don't know if it's a windows update, or something in Synapse that changed. It's really annoying, help!

    I also just tested plugging in the dock directly to a wall outlet using a USB power brick (my iphone's brick). This I know is live, but the dock light doesn't turn on. It appears the dock light only turns on when connected to a computer that is on. Does this mean the dock is still charging even if the dock RGB light is off?

    I was able to figure it out. The dock turns off when the computer is off. The mouse still charges. It wasn't like this before, not sure what happened to change this. Maybe a firmware update that got pushed through without me knowing? The dock light used to remain on, now it goes off, but the charging continues. That was my only concern.
