Razer Wolverine V2 Chroma works on one PC but not another

I have a Razer Wolverine V2 Chroma that I cannot get connected to my main PC. When i plug it in to my old PC, it is immediately recognized and works perfectly fine. When i plug it into my new PC, it shows in device manager as "Razer Wolverine V2 Chroma", with a warning icon next to it and no driver assigned to it. I'm using the same USBA to C cable on both PC's, I've tried the USB port on the front panel as well as the motherboard to no avail, and I've tried manually using the "Xbox Gaming Device" driver and it still does not work, despite both PC's having the exact same driver version.

Since they are using the exact same driver, the only difference I can think of is one is using the AMD eXtensible Host Controller, while the one that does not work is using an Intel CPU with the Intel eXtensible Host Controller.
