Skyrim SE : Lost mouse switching from Orbweaver to Tartarus

I replaced my Orbweaver (it was wearing out) with Tartarus. Now when I start Skyrim SE I completely loose mouse function. CoD WaW functions correctly and I haven't checked my other games yet. I'm at a loss where to start. Suggestions?

I think I found the answer on Bethesda's site. The game thinks I'm using a gamepad and you have to go into an ini and set it to 0.
