Strange Thermal Throttling Behavior in Blade Advanced Early 2019

So i've had my blade for a year, Is the early 2019 advanced model with RTX 2060 and 8th gen I7, and i've been noticing some really weird behavior inside Intel Extreme Utility Tools where it shows as if the laptop is Thermal Throttling at even 50 degrees and with and without undervolting it (-0,125 V). I don't know if it is a measurement error or what?
How long after the purchase is recommended to change the thermal paste and to clean the dust inside? Does Razer have any official guideline on this subject?
