Synapse 3 Fall to Start

I have did everything i could do from the internet but it still not working, including :

1. Uninstall Razer Synapse 3.
2. Repiar Razer Synapse 3 and restart.
3. Delete all files in C:\\Program Files (x86)\\Razer and C:\\ProgramData\\Razer directories.
4. Uninstall all HID Keyboard/Mouse Drivers and all other Razer product drivers.
5. Turn off all Firewall and Anti-virus software.
6. Update Microsoft .NET Framework (4.5 or higher)
7. Install the latest version of Razer Synapse 3
8. Install in D:\\ drive

And the only way i could do is to Reinstall Windows 10 for final solution and try if this could work.
