This sounds similar to an issue I had with Synapse and SteelSeries apps overlays not popping up for me at one point; DPI change, mic mute, volume, etc. This, however, was not a full on issue system-wide but rather an issue with a specific way a game I played launches. Marvel Rivals is the game at the forefront due to the fact it requires admin permission to launch because of the anti-cheat I believe, providing the searches I performed provided accurate information.

I could have  the apps launch at startup normally and the overlays worked as intended on the desktop with no windows selected, as well as with other app windows selected or games not launching as admin. With Marvel Rivals the overlays just would not work. This may or may not be happening for you with it working sometimes but not always without a clear indication as to why, but this was my experience.

Before the workaround I will say that launching apps as administrator could be a security issue. This may not be an issue with reputable companies like Razer or others, but the risk is there due to the permission level you would be giving.

Workaround: Proceed at your own risk as any negative results coming from the following workaround are accepted by the end user by allowing the permissions on their personal computer.

 I managed to get both Synapse and SteelSeries apps to show the overlays in Marvel Rivals by launching the Synapse and SS apps as administrator as well. I tested this by launching other trusted games as administrator with both Synapse and SS launching normally and as admin and the overlays only worked if the the apps were launched as admin if the game was as well. This was eventually resolved by either an update by Synapse and SS or by Marvel Rivals making it to where I didn’t have to launch them as admin beyond that point as a workaround.

If you try this I do hope it works for you. If so, you can either stop Synapse from launching at startup and launch it as admin after the computer is booted, or you can do what I did and setup a means in the task scheduler to bypass the permission popup and still launch them as admin when the system starts (on user login). Again, this could be an unnecessary risk taken on by you, but I did not have any issues as far as I could tell. If you need more info on this I can help if I can manage to find the resources I used before to have them launch in this manner.

A last thing to try might be to simply launch the apps as admin and toggle the preferences off for overlays, exit all Synapse apps, restart computer, launch as admin again and reenable the overlays, exit and restart. I doubt this would work, but sometimes changing a preference in an app might not translate to the app actually doing it. I had this issue with Windows itself always downloading drivers even after toggling it off. In the registry it wasn’t changing to off even though the GUI showed it as off. Doubt this will work for Synapse, but it couldn’t hurt as a troubleshooting option just to rule it out.
