I've looked all over for answers to solve this, but got nowhere. I have learned a work around from toying with my mouse. I was using linux mint for a while and used the razer genie to change the effects of the mouse from default spectrum to static green. When I went back to windows 10 with synapse I wanted static red by default without having to keep synapse running. Well my mouse no longer defaulted to spectrum and kept the settings of solid green from the razer genie when starting up windows. This could be used as a possible work around if you want the defaulted spectrum effect gone and don't wanna have to run synapse all the time. May be possible to hop on a linux VM to make these changes although I haven't tried the VM approach.
