V3 Pro Mouse Not Charging

I know there have been many posts on this topic but none of the posts have helped me. I just bought a V3 Por mouse and it is not charging even though the mouse LED indicator blinks as if it were charging and Razor Synapse indicates it is charging. I have followed all available trouble shooting steps, updated firmware, reset device, tried device on another computer, uninstalled/reinstalled drivers, used multiple USB cables and nothing works. My mouse is indicating 3% battery and stays at that state. This seems like it is a very common fault with this device. Can anyone please provide assistance, thank you.
