I just posted this on the Razer discord help but was told to contact razer support because my dongle is defective.
My friend (i don't blame him) got a viper v2 pro, but didn't use it very much and sold it to me. The dongle never shows up when, plugged in but he didn't really like it so he never tried to fix, I thought there would be something online but there was nothing. He's replaced it with a Viper V3 but I couldn't find a fix for it either. How do you fix it I've tried everything.
I've updated the mouse (tried updating the dongle but still didn't show up). I've unplugged all peripherals and used only my viper mini to try to update it but nothing works. SOMEONE PLEASE HELP ME, I payed too much for just a wired mouse.

Faulty dongle. If it’s still on warranty and you have some invoice for it, then RMA it.
