When do live agents work in European central time?

Hello, I have CET time zone, right now its 9:37 am, i tried to use the live chat option but they say there arent any agent available, they work from 7am to 10pm gmt +8, I have no clue how this works but based on google during this time its 4 pm gmt +8 for them which means there should be live agents, please help
