Razer Synapse Command line based macros

Hi all, so I was recently messing about with the razer synapse macro settings and noticed within macros you can make them run a command and there is a certain macro I want to set which I need assistance with. Firstly I have 2 different lighting options for my razer keyboard one which is blue and one which is red, to go along with these lighting effects I also change my background on my computer to a red colour or blue colour depending on which one I have selected. I already know that you can set macros to change lighting effects on your peripherals. So my question is this, is there a possible macro which (once set) will firstly change the lighting on my keyboard and then also change the theme on my windows based system. (Within windows 10 there are themes which you can create and set and then change when ever you please, I believe these can be set in files)
