Hi,
I have a 2019 Razer Blade 15 with a RTX 2070. My issue is when i'm on battery mode, it only runs at around 700mHz on all 6 CPU Cores. Right when I plug it in, it goes up to 3500mHz+, maxing out at 4386.5mHz (numbers from Open Hardware Monitor).
This makes it a pain when I don't have my charger and I have to do a bit of work on the go.
On my windows 10 settings, I have battery mode on High Performance mode.
How do I fix this?

Yes I have. Especially when starting up the laptop, it takes about 2 minutes to settle down with the minimal things to begin working at a reasonable speed. I have 6 things that run on startup, i've disabled everything else. i.e., if I just boot up, then go into chrome or file explorer -- it all runs at around 700-800mhz and everything is super laggy.
I have a better experience on the laptop when I boot up plugged in because when it is plugged in, it runs like I expect it to be.

Is there any "3rd party app" like Intel Extreme Tuning Utility or Throttlestop installed, that may override OS power plan configuration?

Try to update the cpu with like intel software update utility, yes running 800mhz probably would be laggy I’ve a year older 2018 advanced 15 running windows 11 on battery it’s indeed running lower than on plugged but sometimes it hits the max and is not laggy at all on light tasks like browsing etc, maybe upgrading to 11 worth a try as well and if you don’t like it or something else happens you can always rolling back.
