For anyone who is watching this thread: my ticket was updated today stating that this is now a confirmed issue, and that they are working on a fix, but there's no ETA at this time.
Thanks for the update! Figured after they pulled the update down from the site that it would have been officially addressed as an issue. Hopefully resolution is quick!

To everyone else that has not yet sent me their ticket numbers, please do so I can check and make sure that you get access to the fix as soon as it is available. Also, note that our Support Team has been advised not to RMA affected laptops, so the previous offer of having our Repair Team perform the rollback is no longer an option.

Hey ramirocaro92 - you need to create a ticket on Razer's support page.

https://mysupport.razer.com/app/warranty-support/

You need to enter your laptop serial number and then go through chat support and a ticket will be made. Ask your support rep what your ticket is and then you should be good.

Toss me in this boat too: called into support a few days ago and they sent me an article for downgrading the bios..... on intel desktop motherboards.... that were declared EOL in 2019.... Nice.

@Fordringwang There's not much that we can do as of this time, but I'd like to add you to the list of affected users. Thay way, you can receive updates as soon as anything pops up.
Hi guys,

Just to let you all know it's not only the turbo boost function that's being affected, it's also package c-states. The cpu doesn't go below 3 watts on idle while it's meant to drop to >0.5 watts. This just means higher idle temps and faster battery drain. I already noted this on my support ticket I sent to razer but just wanted to let others know.
I also identified this, in addition, I think there might be something wrong with the discrete graphics card capped performance. Right now we all have an $1800 powerpoint laptop or gaming paperweight. Such a shame my first Razer.
You are right however the discrete graphics card problem is actually from an Nvidia driver problem. Check what driver version you're on, try using driver version 452.06. I get 6-10 hours battery life even with this CPU problem, if it was fixed I'm sure it'd be closer to 8-12 hours.

Also another fix to the cpu turbo boost not working without disabling speedstep in bios:

I used "Throttle Stop" and enabled SpeedShift EPP. Enabling speedshift, which is an alternative to speedstep means your cpu can turbo boost again and also it won't come with the downside of disabling speedstep, which is your cpu runs at 100% all the time.

Enabling speedshift alone won't cause any risk HOWEVER it goes without saying don't tinker with anything you don't know. I won't take responsibility for any damage caused, and neither will Razer.

Hey! No worries, I used both Throttle Stop and HWInfo, the Cstate info is all scuffed and both report power draw of 3 watts min on idle. Before updating to bios 1.03 it was completely fine though.

Update: We are already testing BIOS 1.04, and I will have a Beta version available soon. I will be sending the Beta version to those that sent me a PM with their ticket numbers. Do note that we will limit how many users can test it this time to be on the safer side.

Its fixed, look out for the email from Razer Support. Thanks @Razer.Caziel for all the help. I will be evaluating the update this week.
