7.1 surround sound not opening
I recently bought the Razer Blackshark v2 X and installed a 7.1 surround sound, unfortunately, the 7.1 app was not opening. I tried basic troubleshooting: re-install and restart. I have the latest Windows update running on 64bit, still nothing. The Razer app still won't launch. I tried installing on a different PC and it worked fine. Any leads?

It sure is a difficult question to answer.
When dealing with peripheral issue, testing it on a different pc can help narrow down the source of the issue.
So the good news is that there is nothing wrong with your Blackshark v2 X.
With your actual pc, the factors of why it is having an issue could be related to the following factors
- Virus attack
- Broken hardware component
- Old redundant hardware
- Corrupt application that is blocking the usage of your audio
If reinstalling the app and restarting your PC didn't fix this, then try to log in to another local Windows user account on your computer, then reinstall the app. Make sure your firewall or anti-virus is not blocking the app. Should the issue persists, PM your MSinfo logs of your PC. I can use it to take a closer look at your system. Let's go from there.
