Can't disable scroll function on mouse

Hi, Due to my scroll wheel not working properly, I have had the scroll function (up and down) disabled on the old Razer Synapse Software on my mouse for over a year now. Today I switched my PC from Win 8.1 to Win 10 and I can't disable the named function anymore (this time it is the new Razer Synapse Software). The software says it is disabled, but it is still working. I have tried to disable others (such as the wheel tilt and click) which can all be disabled as intended. I even managed to set the wheel scroll to other functions such as assigning it to keyboard actions. How do I disable it?
