You just need proof that you were at an event, so yes a photo would do the job. You can send proof to @Dekades or some other vanguard ;).

Send a message to one of moderators/community moderators with a pic of your hat and your nickname on a piece of paper
For the fastest way to do this, message Dekades the community cowboy with the picture. He usually replies within a day or 2 and he helped me unlock my achievement too.
