HELP! New Battery shows 60% wear! Charges properly in BIOS...

Hi, I bought a used 2018 Razer Blade Advanced with the 80wh battery. I have had many laptops and I am aware that batteries get worn out. So, naturally, after a few weeks with the "new" laptop i decided to order a new battery. I got a razer branded battery and installed it. My issue is that unless I charge the computer when it is off or in the bios I only get around 35wh of a charge. Anytime i charge it while the laptop is on and in windows it will show 60% or so wear. I only get about 1 hour of battery life even under light load. It seems to work fine if I charge the battery in the BIOS. Is there a way to reset the wear that windows thinks the battery has? I have tried running it down...charging while on. Removing the battery and then uninstalling the drivers and reinstalling once i reinstall the battery. Always ends up the same. I have contacted the company i bought the battery from as maybe it is just a bad battery. However, it does seem odd to me that it will charge fully in the BIOS. Any help would be greatly appreciated.
