Skippy Frame Drops/Lag on External Monitor with mid-2019 Blade Advanced

I'm using a mid-2019 Razer Blade 15 Advanced (2080/4K OLED). I have it connected to a 42.5" LG Electronics LED monitor via a 10 Gbs USB 3.1 gen 2 cable (USB-C on both ends). Within a few seconds of signing in to Windows after a clean startup, every app gets "skippy", including the Windows UI itself. If I sign out and then sign back in again, it goes away. The following things are all up to date:
  • Windows 10 1903
  • GeForce driver
  • Razer Synapse
  • Razer Updater
  • Blade BIOS
Has anyone else experienced this? Does anyone have any ideas on how to fix it?

Have you tried changing display settings? If so, what resolution and frame rate does this occur?

These are the settings the monitor is currently using. I have not changed them.

I have been using a 10 Gbs USB 3.1 USB-C to USB-C cable between the monitor and the laptop. I'm going to try a 20 Gbs one soon to see if that helps.

The RTX 2080 should be able to handle 4k at 60fps so there shouldn't be any frame rate issues. Is there any way you can test the laptop using another external monitor?

Yeah, I don't doubt the GPU can handle it. Normally it does. It's just this very specific time that it gets fidgety. The replacement cable didn't change anything. I don't have any other USB-C monitors with which to test.

In that case, I'll have to trouble you with the serial number of your Razer Blade. Please send that over via PM along with a screenshot of the display adapters tab in the Device Manager.
