Cannot turn off mobile data (Razer Phone 2 with Android 9.0 Pie)

Turn off mobile data in setting, the internet connection is still on In developer option, the "Mobile Data Always Active" option is already off Any Razer Phone 2 user get this problem too?:frown_::frown_::frown_:
