You are possibly on a CDMA network. This is the issue I have in Korea. I can get LTE/4G+ data on my phone, because the provider I have provides data on the LTE bands this phone supports. But for voice calls it has to use a UTMS band which is a 3G band that this phone supports and my provider uses. This is a GSM phone and will not work in 4G/LTE mode to make and receive calls.
