external hdmi display issue

hey all, https://imgur.com/a/XpDZOMg When I plug my Huion Kamvas 13 display tablet into the HDMI port of my new razerblade 15, it appears super pixelated and red (as seen in link above), flickering constantly and disconnecting often. I have updated every driver, contacted Huion with no help, and also asked for help from NVidia incase it was a driver issue with the rtx 2080 max q GPU. The cord that goes into the Huion tablet is a USB C end for the tablet that connects to regular USB and the HDMI port on computer. Maybe it's a USB problem? I have tried the display on my other PC and it works just fine, and the HDMI port on the razerblade 15 works perfectly fine with my 4k monitor, too.. so it seemed like a driver issue at first but now I am completely lost... Please help, if you have any idea what the issue may be, i'm desperate, thanks
