More reports may help bring attention to the issue and lead to a proper fix.

I can verify I just installed synapse 4 and I am getting the same app crash at restart or shutdown

In Windows 11 Home, the "Turn on fast startup (recommended)" option was not visible.
To resolve this, I opened Command Prompt with administrator privileges and ran:
powercfg /h on
After this, the "Hibernate" option appeared in the Start menu under "Power" options.
Once it was visible again, I was able to enable the "Turn on fast startup (recommended)" option.
After checking this option and restarting my PC, the error message no longer appeared.
I had previously enabled this setting, but it had disappeared at some point.
This might have been the cause of the issue.
In my environment, the problem seems to be resolved.

[Win + R]を押し、「powercfg.cpl」と入力して[Enter]を押します。

これが非表示にしたことによるバグかどうかはわかりませんが、チェックされているかどうかに関係なくエラーメッセージが表示されなくなりました。

*Game Manager Service3でテストしていましたが、停止しました。
問題は解決しませんでした。

I was testing with Game Manager Service3 stopped.
The problem was not resolved.

GameManagerService3.exe のシャットダウン時のクラッシュを防ぐことはできていません。
 Sorry for the trolling, I don't know how to delete or rewrite.
I have not been able to prevent GameManagerService3.exe from crashing on shutdown.

Same issues here, it crashes the microphone capcability of my soundcard (focusrite) so i have to reboot it by unplugging it. And the Crash when shutting down windows also.. 
Locks up the computer sometimes also..

Same here. Cannot get this crash to go away. Done with Razer products. Don’t really care if this get fix or not.

Disabling the Razer Game Manager Service 3 under Services fixed the audio driver from crashing at least.

If I made aftermarket products for a vehicle, I would make sure they work on that vehicle I sure as hell wouldn’t tell my customers “it’s a Ford problem.”. Windows/Microsoft don’t need you, but you surely need them.

Prevent GameManagerService3.exe from Crashing on Shutdown

1. Open Task Scheduler

  • Press [Win + R], type taskschd.msc, and press [Enter].

2. Create a New Folder for the Task

  • In the left pane, right-click "Task Scheduler Library" → Click "New Folder".
  • Name it RazerFix (or any name you prefer).

3. Create a New Task

  • Click on the RazerFix folder you just created.
  • On the right side, click "Create Task" (not "Basic Task").

4. General Settings

  • Name: Razer Shutdown Fix
  • Check "Run with highest privileges".

5. Set the Trigger (When the Task Runs)

  • Go to the "Triggers" tab → Click "New".
  • Set "Begin the task" to "On an event".
  • Under "Settings", choose "Basic".
  • Log: Select "System".
  • Source: Select "User32".
  • Event ID: Enter 1074 (This event ID occurs when Windows is shutting down or restarting).
  • Click OK.

6. Set the Action (What the Task Does)

  • Go to the "Actions" tab → Click "New".
  • Set "Action" to "Start a program".
  • In "Program/script", type:
    taskkill
    
  • In "Add arguments", enter:
    /F /IM GameManagerService3.exe
    
  • Click OK.

7. Adjust Conditions

  • Go to the "Conditions" tab.
  • Uncheck "Start the task only if the computer is on AC power".

8. Save and Exit

  • Click OK to save the task.
