Razer Synapse not opening/ installing

Ive looked everywhere to a fix to this but I couldn't find one that works for me. The Problem I'm having is that Synapse will not open when I launch the application and doesn't connect to my blackwidow elite that ive had for about a year now and Ive never dealt with this before. I tried repairing it but to no avail and I also tried to reinstall it but thats where I'm having my biggest problem. It will get to a certain part in the download to where it will give me an error that states: "1607500401bmDD0WcLRazerStringTranslationsSetup_v3.51215.120903.exe Installation failed with error code: -1073741819" Ive seen people say this is a sound problem but I tried to fix it but nothing helps. If someone could help me that would be awesome
