The razer viper ultimate of charger won't work as usual.

When I charging my mouse with the normal charger ( phone charger and the mouse is charging, but it just seems like the dock has some problem), the bottom line of the dock charger it doesn't lighting. I just bought it today. Do I have to connect Razer synapse first for control the lighting of my razer viper ultimate dock?
