Viper ultimate disconnecting

this could be a motherboard issue
I think its a mouse issue

got a new mouse 
last one was worn down 

its a viper ultimate with the dock

kinda happy with it

except for the fact that everything usb powered is constantly disconnecting and reconnecting and it only started happening when I got this mouse

like to fully explain this

my mouse will sometimes start to cut in and out when trying to move the cursor 
and when I mean sometimes I mean sometimes
happens at complete random 

then after its done cutting out it will start disconnecting and reconnecting all my usb devices 100 times over

until it eventually gives out
usb device not recognized  

and everything will start working again besides the mouse and dock (the dock will even turn off)

then its me constantly restarting my pc and plugging my dock into multiple different usb ports trying to get the disconnecting, reconnecting then giving out cycle to just stop 

and eventually it will just stop and be all happy again until it next decides to be randomly annoying

this is marked as a question cause I just want to know if anyone knows whats going on or is having the same issues

Have you’ve checked it on cable only?

When mouse is starting to ‘cut’ on wireless, then do you hear any connect/disconnect device sound in Windows? Also what USB ports were you using? Direct USB ports on motherboard (at least USB 3.0)?

yes I hear the connect/disconnect sounds in windows

was using a port on my motherboard and I think it was usb 3.0
now im using a 3.0 port on my case and still the same issue remains 

it just happened again today and my mouse/dock, keyboard and elgato stream deck all just stopped working and yet my bluetooth adapter and I think even microphone remained working perfectly fine 

all of this only started happening when I got the mouse

but it could be a USB power issue maybe but I have no idea how to tell or how to fix it
and it always effects the mouse first 

update: it might be a dock issue
I unplug the dock and use the usb dongle without it and everything seems fine
but with the dock plugged in it just loves to mess up
