Why dose my Razer Kio become blurry on stream when playing high movement games but look fine when standing still? I'm at 6k bit rate and using a dual Pc setup. I thought when I switch to dual Pc it would fix the issue but it's still there. Any fixes?

Ensure that your device's firmware is updated. By the way, did you check your auto-white balance if you are using OBS or Xsplit?
