Alternate keybind macro for same button

I'm trying to create a special macro for SWTOR that apparently is NOT against their ToS... So long as one button press leads to a single action in game, it's not against the rules. So I am trying to find a way to create a macro that alternates with every button press.

An example would be, I press "1" four times and the output is 1,2,3,4. After that it starts over- so if I were to press the 1 button 8 times it would come out as if I pressed 1,2,3,4,1,2,3,4. Kind of like an alternating keybind for the same key...

I realize this is a little wierd since most people want to create macros to perform multiple actions with a single button press, but apparently this is the only way to not break the rules in the game... Any ideas?

Alternately, if there is a term for what I just described, that would help me with researching it and finding a solution elsewhere if need be... Thanks!
