Retain RGB Settings when desktop is locked?

I wasn't exactly sure where to put this, if it needs moved, by all means..... please do. I have the Razer Cyanosa Chroma Keyboard and the Balisk v3 Mouse. Is there a way to make the devices retain their RGB Settings when my desktop is locked? I leave my systems running 24/7/365, I'm not here to discuss that. I would like for my 2 devices to stay the static color Blue that they are when the desktop is unlocked and running. Rather than rainbow fading when I lock it.
