Razer Blade 2017 14' how can i control fan's ?

hi so the fans are killing me and i'm not even playing on this laptop just like windows and the keyboard and the size of it, that why i spend 1800$ and got it ! However it drives me crazy i'm not using it that much like once in a couple months when i travel and never for gaming, i use excel/ browser low usage/ visual code studio and this thing kick's in the fans like jet even after i under vaulted in windows power options to 80% and did the core voltage thing in intel app to -0.115. it's still kick in them damn fans like every 40 secant temps stays on 53-55'c ! i think i know the issue the fan are off and then when the temps rise the fans kick in temps go little down to 53-55 and fans stop , MY QUESTION/ REQUEST IS HOW CAN I CONTROL THEM FANS LIKE IN MSI AFTER BURNER THING ? I WANT THEM TO SPIN ALL THE TIME AT specific rate. PS. i tried installing after burner it doesn't show the fan setting (((
