    Hey here.
I am having a Razer Advanced 2019 15 inch with RTX card. Using it with Ubuntu 18.04 for over a year but struggling with heat. Fans are constantly on.

My average temperature is 59C and that spikes to like 80C when working. Just to mention that I am using Intel card only and on demand power governor.

Tried to repaste or to use laptop tools software without any significant luck.

When switch to Windows there is a lot of throttling going on and seems cooler.

Anyone else having same issues? Hardware or software issue?

    Sounds like a hardware issue...

If I were you I would change your thermal paste first and see if that makes a large improvement.

I'm using a blade 2018, with Nvidia GPU on and gaming my temps never go about 85C. And when web browsing or light tasks, my fans are mostly off.

prime is setup to use intel only
    repasting was done
    undervolting done on 150
turbo disabled - max cpu freq is 2.2

Below is on idle with the load of 1.14

    Code:
    # sensors
    pch_cannonlake-virtual-0
    Adapter: Virtual device
    temp1: +65.0°C

    acpitz-virtual-0
    Adapter: Virtual device
    temp1: +27.8°C

    iwlwifi-virtual-0
    Adapter: Virtual device
    temp1: +57.0°C

    coretemp-isa-0000
    Adapter: ISA adapter
    Package id 0: +59.0°C (high = +100.0°C, crit = +100.0°C)
    Core 0: +56.0°C (high = +100.0°C, crit = +100.0°C)
    Core 1: +59.0°C (high = +100.0°C, crit = +100.0°C)
    Core 2: +56.0°C (high = +100.0°C, crit = +100.0°C)
    Core 3: +56.0°C (high = +100.0°C, crit = +100.0°C)
    Core 4: +56.0°C (high = +100.0°C, crit = +100.0°C)
    Core 5: +56.0°C (high = +100.0°C, crit = +100.0°C)

    Yikes that's high!

I would then install powertop, run it via a terminal and under adjustments tune things that say bad to good.

If that solves your issue then we can look deeper at what is causing your CPU to stay busy (could be an interrupt from some hardware on the board)

Changed all suggested settings in powertop, I would say it is worst now and my average temp is 68C now.
Also Wifi is constantly disconecting - probably because of the power management enabled for it.

    Code:
    → sensors
    pch_cannonlake-virtual-0
    Adapter: Virtual device
    temp1: +65.0°C

    acpitz-virtual-0
    Adapter: Virtual device
    temp1: +27.8°C

    iwlwifi-virtual-0
    Adapter: Virtual device
    temp1: +60.0°C

    coretemp-isa-0000
    Adapter: ISA adapter
    Package id 0: +74.0°C (high = +100.0°C, crit = +100.0°C)
    Core 0: +70.0°C (high = +100.0°C, crit = +100.0°C)
    Core 1: +69.0°C (high = +100.0°C, crit = +100.0°C)
    Core 2: +67.0°C (high = +100.0°C, crit = +100.0°C)
    Core 3: +68.0°C (high = +100.0°C, crit = +100.0°C)
    Core 4: +65.0°C (high = +100.0°C, crit = +100.0°C)
    Core 5: +74.0°C (high = +100.0°C, crit = +100.0°C)
